Chief Ryan Wilfong (Ret.)

Law Enforcement, Investigations, and Behavioral Intervention Team (CIT) Expert

Ryan Wilfong currently serves as the Director of Advanced Training for the Commonwealth of Kentucky – Crisis Intervention Team for sworn law enforcement officers. He created the forty (40) hour Advanced Crisis Intervention Team Training Program, which is approved by the Kentucky Law Enforcement Council. This training is delivered by sworn CIT Instructors, as well as mental health professionals. Prior to this role, Ryan served as the Assistant Director of the CIT Program in the Commonwealth for eight (8) years. He received Train the Trainer in CIT from the University of Memphis. Prior to this role, he served in capacities as Investigator/Supervisory Investigator for the Kentucky Office of the Attorney General, Law Enforcement Instructor with the Kentucky Department of Criminal Justice Training (Advanced In-Service Training) and served as Chief of the Greenville Technical College (SC) Police Department with a student population of 14,000 students. He was a member of the multi-disciplinary Behavioral Intervention Team (BIT), examining factors of risk to employees, staff, students and the public.

Ryan retired as a Lieutenant from the Louisville Metro Police Department/Jefferson County Police serving in various positions. A career Hostage Negotiator, he served as a Negotiator, Negotiator Supervisor, Assistant Commander and Commander of HNT. Additionally, he was assigned as a Field Training Sergeant, Field Training Officer and adjunct academy instructor with the agency. He has state instructor certifications in CIT, Hostage Negotiations, Criminal Investigations, Firearms, and Police Driving Instructor. While serving as a Detective in the Robbery Unit (Violent Crimes Section of CID) he investigated commercial business/bank robberies, carjackings, sexual assaults and death investigations.

He also served as a law enforcement officer with the Lexington-Fayette Urban County Police Department (KY) and the Marshall University Police Department (WV).

Ryan has earned a Bachelor of Arts in Criminal Justice (Law Enforcement) from Marshall University and a Master of Science in Management (Strategic Management) from Indiana Wesleyan University. He is married to his wife, Terri, a retired Chief of Police, working together as a law enforcement consultant group with Wilfong and Associates.
